We are a collection of SYSTEM IMPACTED individuals. System Impacted means: any individual impacted by the carceral system; but it does not mean that the individual has been arrested or sentenced to jail/prison etc. For example, children of the incarcerated, spouses, relatives, etc. are all system impacted individuals.
Our history spurs from the Distorted View/Story of
RETURNING CITIZENS,
which result in poor - or no opportunities for
RETURNING CITIZENS
to adequately transition back into mainstream society, especially after long-term prison sentences (3 Strikes convictions, older individuals, women, youth offenders, etc.)
Many are forced into the underworld economy or worst, thus increasing the recidivism rate in the United States.
We challenge this distorted view with a more truthful depiction of
RETURNING CITIZENS.
We aim to provide our lived experiences, along with our specialized knowledge and skill-sets to contribute POSITIVELY to the conversation regarding RETURNING CITIZENS and their impact upon American society.Join us today!
Richard Gaines is a 46-year-old entrepreneur and philanthropist who has overcome numerous obstacles in his life. Born and raised in Pittsburg, California, he faced trauma early on when his mother was tragically shot by his father in a domestic violence incident. Despite this, he found a way to cope and move forward. However, his journey took a difficult turn when he became involved in drug dealing and crime, leading to a 29 year to life sentence in prison.
During his 24 years of incarceration, Richard turned his life around through self-help programs and education. He earned a college degree and authored several books, including a children’s book. He also founded a publishing company while in prison, helping to publish the works of four fellow inmates.
His dedication to personal growth and giving back to the community led him to found the Returning Citizens Association in March 2022, where he currently serves as President. The association's mission is to increase the economic, political, and social capital of returning citizens in the United States of America.
In addition to his work with the Returning Citizens Association, Richard also operates multiple companies, Capital Gains LLC, Rcabay, with his wife Andrea Gaines and together they share four daughters, Rickiesha, Tierra, Sarah and Erica, and five grandchildren, Ki’Ajeah, William, Ki’ Chet, Jionni, and Jamarion.

A dynamic couple who have overcome obstacles and become shining examples for others. Together, they operate multiple successful companies, including Capital Gaines LLC, Rcabay, and their latest venture, Returning Citizens Association (RCA). RCA, which is in its early stages of development, is dedicated to supporting individuals who have been impacted by the criminal justice system by offering non-clinical mental health support and creating a media and podcast project to give a voice to returning citizens in their rehabilitation and reintegration. The theme of the project is "Nothing About Us Without Us", emphasizing the importance of agency and representation in the reintegration process.
The Gaines family includes four daughters, Rickiesha, Tierra, Sarah, and Erica, and five grandchildren, Ki’Ajeah, William, Ki’ Chet, Jionni, and Jamarion. The family is excited to announce a fundraiser event on March 11th, 2023, in Oakland, California at the California Ballroom from 4:00 p.m. to 7:00 p.m. The theme of the event is "Nothing About Us Without Us" which reflects their mission to increase the economic, political, and social capital of returning citizens in the United States. The fundraiser aims to raise funds to increase their operations and carry out their mission.

All funds raised will go towards equipment and location for the podcast and mental health support group.
